On Behalf of the Municipal Chiefs’ Caucus
Media Release Re: Nova Scotia Policing Review
Issued: July 11, 2025
The Municipal Chiefs of Police across Nova Scotia are committed to the safety and security of the citizens we serve and welcome any opportunity to enhance our ability to protect Nova Scotians. In reviewing the findings of the provincial police review and future policing plans, we strongly support the goal that all Nova Scotians deserve consistent, high-quality, and adequately resourced policing —particularly in rural areas.
In reading the report, we found that municipal police services deliver many of the key priorities identified, including visible presence, quick response times, strong community connections, and specialized services through collaborative regional partnerships. These models are effective, accountable, and rooted in local governance.
We were surprised by the assertion that municipal agencies are lacking in some of these key priority areas, and that enhanced provincial RCMP presence is the sole solution. We caution against shifting to a model that centralizes all contracted services under provincial control – this approach risks reduced flexibility, delayed response times, and a move away from proven municipal collaboration.
We recognize and appreciate the role of the RCMP, while remaining cognizant of the national discussions around ending contract policing post-2032, as well as the current understaffing plaguing many communities the RCMP serves across the country. Investing heavily in expanding the RCMP now could conflict with trends in other provinces moving toward independent or regionalized policing. The Deloitte Review recommended a new, independent police service — not an RCMP expansion.
We support a unified records management system (RMS) and layered policing models that align other enforcement functions with public safety. However, many key questions remain around cost, timelines, legislative changes, and service delivery — particularly regarding the future role of municipalities, equitable access, and accountability structures.
Policing is rapidly evolving and we want to ensure Nova Scotians are receiving adequate and effective policing, both now and well into the future. We welcome the opportunity to continue partnering with the Province to create the best policing model for our citizens.
